design, development, and implementation of software and hardware solutions, systems, or products; 2+ y of exp in organizational change management; gov exp, Certification(s) from the IIBA (International Institute of Business Analysis), based on the BABOK (Business Analysis Body of Knowledge), GAAP or International Financial Reporting Standards, FLAIR, Oracle PL/SQL and/or PHP, UML, Agile, Scrum, Extreme Programming (XP) and Kanban.

Requirements:
• Availability to work 100% at the Client’s site in Tallahassee, FL (required);
• Experience with business and technical requirements analysis, business process modeling/mapping, methodology development, and data modeling (8+ years);
• Experience overseeing the design, development, and implementation of software and hardware solutions, systems, or products (5+ years);
• Experience with financial analysis, including the ability to apply complex accounting principles, a working knowledge of accounting processes, procedures and internal controls;
• Experience with importing data for use in report software, spreadsheets, graphs, and flowcharts;
• Experience working within a structured Project Management environment;
• Experience with Agile development, specifically Scrum, Extreme Programming (XP) and Kanban (preferred);
• Experience with standard principles of accounting, such as GAAP or International Financial Reporting Standards (preferred);
• Experience using the Florida Accounting and Information Resource (FLAIR) system or other enterprise accounting systems (preferred);
• Experience with Oracle PL/SQL and/or PHP (preferred);
• Experience with database query tools such as TOAD and/or SQL Developer (preferred);
• Experience with UML (Unified Modelling Language) (preferred);
• Experience with Florida government agencies’ technical environment (preferred);
• Experience with various facilitation techniques to elicit business requirements and drive customer communications (preferred);
• Certification(s) from the IIBA (International Institute of Business Analysis), based on the BABOK (Business Analysis Body of Knowledge) (preferred);
• Bachelor’s Degree in Business Administration, Management Information Systems, Information Systems, Computer Science, or other Information Technology major, or equivalent work experience.
Responsibilities include but are not limited to the following:
• Gather, analyze, document, and validate user requirements;
• Assist in the business process redesign and documentation, as needed;
• Translate high-level business requirements into functional specifications and manage changes to such specifications;
• Chart existing business processes in order to define current business activities for the development of procedures and models;
• Meet with decision makers, systems owners, and end users to define business, financial, and operations requirements and systems goals;
• Research, review, and analyze the effectiveness and efficiency of existing processes and develop strategies for enhancing or further leveraging these processes;
• Prototype new procedures for the purpose of enhancing business processes, operations, and information process flow;
• Prepare and deliver reports, recommendations, or alternatives for improving processes in operating systems across the organization;
• Identify and establish the scope and parameters of process analysis in order to define impact, outcome criteria, and measure-taking actions;
• Develop, standardize, and maintain new or improved processes based on findings and analysis;
• Communicate process changes, enhancements, and modifications – verbally or through written documentation – to management, peers, staff, and other employees so that issues and solutions are understood;
• Create process models, specifications, diagrams, and charts to provide direction to system programmers;
• Liaise with various business, and IT, groups in the organization to facilitate the implementation of new or improved business processes;
• Collaborate in the planning, design, development, and deployment of new applications, and enhancements to existing applications;
• Coordinate and perform in-depth tests, including end-user reviews, for modified and new processes, and other post-implementation support;
• Provide guidance and/or instruction to junior staff members
